TL;DR

Short answer: Okta Essentials is the best identity and access management suite with a full public price in 2026, at $17 per user per month billed annually, because adaptive MFA, lifecycle management and access governance sit in that suite. Microsoft Entra ID P2 is the better buy inside Microsoft 365, at $10 per user per month paid yearly. Prices checked on vendor pages on 17 October 2026.

JumpCloud's SSO package is $11 per user per month billed annually, one invoice for laptops and sign-in. ManageEngine Identity360's lowest published Professional band is $1,150 a year for 100 users, so 200 people need the next band or a quote. PingOne for Workforce prints a per-user rate only on a 5,000-user annual contract, which a smaller team cannot use. SailPoint and IBM Verify do not publish a list price, so get a quote first.

Key facts8 tools compared: Okta Workforce Identity, Microsoft Entra ID, ManageEngine Identity360…
  • Updated: October 21, 2026
  • Top pick: Okta Workforce Identity (best for: Security teams that need governance and adaptive MFA on one public per-user suite)
  • Top pick price as of October 21, 2026: Okta Workforce Identity: Essentials $17/user/mo, billed annually; Starter $6/user/mo; 30-day trial; $1,500 yearly minimum
  • 8 tools compared: Okta Workforce Identity, Microsoft Entra ID, ManageEngine Identity360, JumpCloud, PingOne for Workforce, miniOrange, SailPoint, IBM Verify
  • Microsoft Entra ID (best for: Tenants that already pay for Microsoft 365 and want Conditional Access in the same directory): P2 $10/user/mo, paid yearly; P1 $7/user/mo; Suite $12/user/mo and requires P1
  • ManageEngine Identity360 (best for: Teams that want a printed annual ladder for SSO, lifecycle and adaptive MFA): From $1,150/year for 100 Professional users; annual bands only, no 200-user row
  • JumpCloud (best for: IT and security leads who manage laptops and workforce SSO in one directory): SSO package $11/user/mo billed annually, or $13/user/mo billed monthly; 30-day trial

Okta Essentials is the suite to price first when the tenant is not already on Microsoft 365 E5, because that license may already include the risk-based control. It is the only option here that prints SSO, adaptive MFA, lifecycle management and access governance on one per-user line a 200-person company can actually buy.

Toolradar data: of the 103 identity and access tools tracked as of 17 October 2026, 22 publish a paid price, and the median cheapest paid plan is $17.50 a month (the ranking).

That catalog mixes password managers with identity platforms, so the eight names below are the workforce cut a security lead would shortlist. Okta, Microsoft Entra ID and JumpCloud are in it.

The scenario is 200 workforce users, and each yearly total applies that headcount to the published rate. A team leaving Okta should use the Okta alternatives guide.

1 Okta Workforce Identity logo
Top Pick

Okta Workforce Identity

The public suite that includes access governance at a headcount a 200-person company can buy.

Pricing
Essentials $17/user/mo, billed annually; Starter $6/user/mo; 30-day trial; $1,500 yearly minimum

Best for: Security teams that need governance and adaptive MFA on one public per-user suite

Pros

  • Essentials includes adaptive MFA, lifecycle management, access governance, 50 workflows and 2 privileged access admins, enough for the access review.
  • At 200 users that suite is $40,800 a year, above the $1,500 annual contract floor.
  • Okta offers a 30-day workforce trial, so you can connect apps before the annual term.

Cons

  • Core Essentials is $14 per user per month and still leaves access governance out.
  • Professional and Enterprise are inquire-only, and customer identity is a separate base at $3,000 per month, so consumer logins are a second contract.
2 Microsoft Entra ID logo

Microsoft Entra ID

The lowest public price for risk-based sign-in when the workforce is already in Microsoft 365.

Pricing
P2 $10/user/mo, paid yearly; P1 $7/user/mo; Suite $12/user/mo and requires P1

Best for: Tenants that already pay for Microsoft 365 and want Conditional Access in the same directory

Pros

  • P1 is $7 per user per month paid yearly and is included with Microsoft 365 E3 and Business Premium.
  • P2 adds risk-based Conditional Access and privileged identity management, and it is included with Microsoft 365 E5.
  • At 200 standalone users, P2 is $24,000 a year and P1 is $16,800 a year.

Cons

  • Conditional Access is not in Entra ID Free, so a tenant on that tier has no block policy until P1.
  • The Suite is $12 per user per month on top of P1, and both together are $45,600 a year at 200 users.
3 ManageEngine Identity360 logo

ManageEngine Identity360

A published user-band price list, where the low per-user rate matches only the 5,000-user row.

Pricing
From $1,150/year for 100 Professional users; annual bands only, no 200-user row

Best for: Teams that want a printed annual ladder for SSO, lifecycle and adaptive MFA

Pros

  • Professional lists adaptive MFA, SSO, SCIM provisioning and lifecycle management, which is what the low band is selling.
  • The pricing table prints seven annual bands, and the 5,000-user Professional row is $25,000 a year, the row behind the low headline rate.
  • Enterprise at 100 users is $1,275 a year and adds risk-based authentication plus passwordless desktop sign-in.

Cons

  • There is no 200-user row, so the next published band is 500 users at $4,625 a year on Professional.
  • The low per-user rate equals the 5,000-user row, not the 100-user invoice.
4 JumpCloud logo

JumpCloud

A public SSO and MFA package whose invoice still counts users you have suspended.

Pricing
SSO package $11/user/mo billed annually, or $13/user/mo billed monthly; 30-day trial

Best for: IT and security leads who manage laptops and workforce SSO in one directory

Pros

  • The annual SSO package includes MFA and a password manager, so the directory and the vault share one line.
  • At 200 users that package is $26,400 a year, and the monthly rate annualizes to $31,200 if you skip the annual term.
  • A 30-day trial covers the platform, long enough to bind laptops before billing starts.

Cons

  • Suspended users stay billable, so offboarding someone into a suspended state does not cut the seat.
  • Platform, Platform Essentials and Platform Prime show Contact Sales, and Platform Essentials also caps at 300 users.
5 PingOne for Workforce logo

PingOne for Workforce

A low printed workforce rate that applies only on a 5,000-user annual contract.

Pricing
Essential $3/user/mo on a 5,000-user annual contract; 30-day trial

Best for: Organizations that can sign an annual contract for at least 5,000 users

Pros

  • Essential includes SSO, a directory, MFA and inbound provisioning, enough for a standard login once the contract floor is met.
  • Plus adds adaptive MFA, Microsoft ecosystem integrations and passwordless authentication, including FIDO.
  • Ping offers a 30-day workforce trial before the annual contract.

Cons

  • The published rates require an annual contract for 5,000 users, so a 200-person team has no printed rate.
  • At that 5,000-user minimum, Essential is $180,000 a year, and Plus is $6 per user per month on the same floor.
6 miniOrange logo

miniOrange

Employee IAM billed on login activity, with lifecycle and SIEM left on an unpriced suite.

Pricing
Essential $2 per active user/month; Premium $3 per active user/month; 30-day trial

Best for: Teams that want the invoice to follow people who sign in, not suspended accounts

Pros

  • Essential lists unlimited SAML and OAuth SSO, desktop MFA and IP-based conditional access, billed only when someone signs in.
  • A suspended user is not billed, because a login or a password reset in the month is what counts.
  • A 30-day exploration has no feature cap, so the higher suite can be tried before you commit.

Cons

  • The Enterprise employee suite, which adds lifecycle workflows and SIEM integrations, publishes no list price.
  • Customer identity is a separate list: Basic starts at $49/mo and Professional at $99/mo, each up to 500 users.
7 SailPoint logo

SailPoint

The governance platform on this list, with suite names public and every dollar behind a quote.

Pricing
No list price: Standard and Agentic Business suites are sold through sales

Best for: Enterprises that need access governance for people and non-human identities

Pros

  • SailPoint separates human-identity governance from agentic packages aimed at non-human identities, which matters when service accounts dominate.
  • Agentic Business and Agentic Business Plus state an initial allotment of five non-human identities per human identity, so count them before the sales call.
  • Human Fabric, the current product name, describes on-demand access and continuous certification rather than a once-a-year review.

Cons

  • No dollar figure is printed for any suite, so a 200-user budget cannot be calculated from the site.
  • The five-to-one non-human allotment can change before general availability, and the vendor says it will not fall below that ratio.
8 IBM Verify logo

IBM Verify

A single identity fabric for staff and customers, priced on usage rather than a public seat rate.

Pricing
No list price: usage-based resource units, with the dollar amount on a quote

Best for: Teams that want workforce and customer identities on one usage-based contract

Pros

  • IBM Verify covers workforce and customer identities, including MFA, adaptive risk evaluation and lifecycle governance, so staff and customers can share one contract.
  • SSO, MFA and adaptive access are priced on active monthly users, and lifecycle is priced on total users, so a quiet month shrinks only part of the bill.
  • Non-human identities are in scope, which matches a SOC that already tracks service accounts.

Cons

  • IBM publishes no unit rate, so the order is still a quote.
  • Login frequency changes the resource-unit count, so a 200-user bill is not on the site.

What it is

Identity and access management (IAM) is the system that decides which person, service or agent may sign in, to which app, and what they may do after that.

For a security team the job is four controls: a directory, single sign-on, a second factor that can tighten when the sign-in looks wrong, and a record of who was granted access and when it was removed.

Password vaults, covered in our password manager guide, store secrets people type, while IAM decides whether the account should exist after a leaver still holds a token.

Why it matters

A stolen session is an identity failure before it is a malware alert, so an endpoint agent alone arrives late. Conditional access, risk-based prompts and leaver automation shrink the window between a departure and a token that still works.

Entra ID Free, included with Azure and Microsoft 365, does not include Conditional Access, so a free tenant cannot block a risky sign-in. That control starts on P1, and privileged role activation starts on P2.

Privileged session vaulting is a different purchase, covered in the privileged access guide, because a recorded admin session is a separate job.

Application secrets belong in a secrets manager, while hardware keys in the YubiKey review and authenticator apps in the authenticator apps guide are the second factor, not a substitute for the directory.

The Cyberpresso daily brief is the newsletter that tracks the identity incidents behind this shortlist.

Key features to look for

Directory and SSO
One directory for staff and one sign-in for the SaaS catalog, because apps left outside it keep local passwords a SOC cannot revoke together.
Adaptive or risk-based MFA
A prompt that changes with the sign-in: Okta starts that on Core Essentials, Entra on P2, and Identity360 on Enterprise, so a lower tier may leave a risky login alone.
Lifecycle and offboarding
Access that disappears when HR changes the record, which is a different failure from a suspended seat that still bills.
Access governance
Reviews and requests an auditor can follow, included in Okta Essentials, while Entra's broader set sits in the Suite rather than on the P1 card.
What the invoice counts
Named users, active users, or a headcount band, and those three counts are not interchangeable at the same company.
Non-human identities
Service accounts and AI agents belong in the same review, because a workforce seat price does not cover them unless the vendor says so.

Pricing

Four vendors print a workforce price a 200-person team can use. Okta Essentials is $40,800 a year at that headcount. Entra ID P2 is $24,000 a year if you buy it standalone, and nothing extra when Microsoft 365 E5 already includes it.

JumpCloud's annual SSO package is $26,400 a year when laptops and sign-in are one project. miniOrange Essential, counted only for people who authenticate in the month, is $4,800 a year when all 200 do.

At 200 users, Okta Core Essentials is $33,600 a year and still omits access governance. Essentials is $7,200 a year more and adds it. Starter is $14,400 a year, with adaptive MFA as an add-on. The $1,500 annual floor does not change that order, because these totals already clear it.

The Entra Suite is $28,800 a year at 200 users and still requires P1, and buying both standalone is $45,600 a year. Microsoft 365 E3 and Business Premium already include P1, so many teams only have to decide on P2. External ID is free for the first 50,000 monthly active users and is not a workforce license.

Identity360 is annual only, so there is no month-to-month start. The 100-user Professional row is $1,150 a year, which is $11.50 per user on that row, not the $5 per user per year printed as the headline. That headline rate matches the 5,000-user row at $25,000.

Enterprise at 5,000 users is $31,250 a year, the row that matches $6.25 per user per year. A 200-user company falls between published bands and needs a quote, and Ping Essential at its 5,000-user minimum is $180,000 a year, with no 200-user column.

JumpCloud's a la carte SSO line and MFA line are each $3.00 per user per month billed annually, against $11 for the package that also includes a password manager. At 200 users the package is $2,200 a month, past the $2,000 line where invoicing is offered.

Prices were read on 17 October 2026 on Okta pricing, Microsoft Entra pricing, Microsoft Entra licensing, JumpCloud pricing, Ping Identity pricing, miniOrange pricing, Identity360 pricing, the Identity360 product page, SailPoint suites, SailPoint Human Fabric and IBM Verify pricing.

Methodology: eight live workforce IAM products, ranked by whether SSO, adaptive or risk-based MFA, and lifecycle or access governance have a price that applies at 200 users. Quote-only platforms come after the priced ones. We did not run a lab. PingOne for Customers is a separate package and starts at $35,000 a year.

Mistakes to avoid
×Multiplying Identity360's $5 per user per year by your headcount understates a smaller company, because that rate matches the 5,000-user Professional row and the 100-user invoice is higher per person.
×Treating Entra ID Free as Conditional Access leaves the tenant without a block policy, because the free tier that comes with Microsoft 365 does not include it, P1 does, and risk-based policies wait until P2.
×Comparing Ping's Essential rate with a 200-user Okta order makes Ping look cheaper than it is, because that rate is an annual contract for 5,000 users.
×Leaving suspended accounts on JumpCloud keeps them on the invoice, while miniOrange drops a user who does not log in or reset a password that month.
Expert tips
→Check whether Microsoft 365 E5 is already paid before you price Okta, because it includes Entra ID P2 and the two suites may overlap.
→Ask Okta for Essentials, not Starter, if the audit asks for access reviews, because governance is not in Starter or Core Essentials.
→Count non-human identities before a SailPoint call, because the agentic suites quote five per human and another vendor's seat price will not include them.
→Keep break-glass credentials for the identity admin outside that tenant, and put a hardware key on the admin account, so a lockout does not trap the recovery.

The bottom line

Buy Okta Essentials when you need access governance on a public per-user price and you do not already own Entra ID P2 through Microsoft 365 E5. At 200 users that suite is $40,800 a year.

Stay on Entra ID P2 when the directory is already Microsoft and the missing control is risk-based sign-in or privileged role activation, at $24,000 a year standalone.

Price Identity360 on the published band you fit, because the headline rate belongs to the largest row. Use JumpCloud when laptops and SSO are one project and suspended users still cost a seat. Use Ping only at 5,000 users, and miniOrange when the invoice should follow login activity.

SailPoint and IBM Verify publish no list price, so they wait on a quote. Administrator sessions are a separate buy in the privileged access guide.

Audit evidence is in the SOC 2 automation guide, and network access on identity is in the zero trust guide.

Frequently asked questions

What is the best identity and access management tool in 2026?

Okta Essentials, at $17 per user per month billed annually, is the best public suite when you need adaptive MFA, lifecycle management and access governance together. Microsoft Entra ID P2, at $10 per user per month paid yearly, is the better buy when Microsoft 365 E5 already includes it or the workforce directory is already Entra.

How much does IAM cost for 200 users?

At list price for a year, Okta Essentials is $40,800, Entra ID P2 bought standalone is $24,000, and JumpCloud's annual SSO package is $26,400. miniOrange Essential is $4,800 if all 200 users authenticate each month, and lower when some do not. Identity360 and Ping do not publish a 200-user price. SailPoint and IBM Verify do not publish a list price.

Is there a free identity and access management tool?

Microsoft Entra ID Free comes with Azure and Microsoft 365 and includes MFA, unlimited SSO to SaaS apps and basic reports, but not Conditional Access. Okta, JumpCloud, Ping and miniOrange offer 30-day trials, not a free plan for 200 people, so the directory is a paid contract when the month ends.

How does Okta compare with Microsoft Entra ID?

Okta Essentials puts access governance in the same suite as adaptive MFA. Entra ID P2 adds risk-based Conditional Access and privileged identity management, and Microsoft 365 E5 includes that license, so an E5 tenant may already own the control. Entra's broader governance bundle is the Suite, which still requires P1. For a cost comparison aimed at leaving Okta, see the Okta alternatives guide.

What is the difference between IAM and privileged access management?

IAM governs workforce sign-in: directory, SSO, MFA and access reviews for every employee. Privileged access management governs administrator sessions and recording, usually as a separate contract. Okta includes 2 privileged access admins in Essentials, a small allowance rather than a session vault. Entra ID P2 covers role activation inside Entra and Azure, not the server password vaults in the privileged access guide.

Does Ping's workforce rate apply to a small security team?

PingOne for Workforce Essential and Plus are priced on an annual contract with a 5,000-user minimum, so a small security team cannot use that printed rate, and Essential at that minimum is $180,000 a year. PingOne for Customers is a different package and starts at $35,000 a year.
