Best Privileged Access Management Tools in 2026
Eight privileged access tools compared on published prices, quote-only vendors flagged, and what each one covers.
Short answer: ManageEngine PAM360 publishes the most complete PAM price list in this set, with the English edition from $7,995 a year for 10 administrators and 25 keys, and a free edition for one administrator and 10 resources. Devolutions is the only PAM product here that prints a per-user price for its PAM tier, $50 per user per month billed annually. Prices checked on vendor pages on 10 October 2026.
CyberArk, now sold as Idira under Palo Alto Networks, and Delinea publish no PAM price, so their budgets come from a quote. The unit of count decides the bill more than the list price does.

- 8 tools compared: ManageEngine PAM360, Devolutions, CyberArk (Idira, Palo Alto Networks), Delinea, Akeyless, Teleport, Microsoft Entra ID P2, Okta Privileged Access
- Devolutions (best for: Teams that want PAM priced per user and that may already use Devolutions for password management or remote access): $50 per user per month for the privileged access tier, billed annually; Enterprise custom from 100 users
- CyberArk (Idira, Palo Alto Networks) (best for: Large enterprises with a dedicated identity security team that expect a sales-led deal): Quote only: the product page offers a Talk to an expert form and no list price
- Delinea (best for: Buyers who want privileged remote access and identity controls from one platform and will negotiate a bundle): Quote only: platform bundles in Essentials, Standard and Enterprise tiers behind a Get Pricing button
Privileged access management is the category where the list price tells you least. Vendors count different things: administrators, keys, users, resources or active identities. Most of the eight tools below publish no dollar figure for a PAM tier of their own, so the first job is to count your privileged accounts, then compare like with like.
Toolradar data: our October 2026 identity and access ranking evaluated 91 tools, and CyberArk and ManageEngine both sit in its top 10 (the ranking).
That ranking covers identity more widely than PAM, so the tools here are a narrower cut of it.
We picked eight options a buyer would put on a shortlist. Zero trust platforms, covered in our zero trust guide, are a wider category than PAM.

Pricing read from each vendor's own pricing page, checked Oct 2026. 2 of 8 sell by quote only and publish no price; those entries say so rather than estimating. 1 of 8 has no standalone price (bundled, usage-based or free to self-host) and is described as charged, not guessed. 2 of 8 publish prices for some plans and quote the rest.
ManageEngine PAM360
A published ladder from 10 to 200 administrators, so the bill is known before a sales call, but it counts administrators and keys, not people.
- Pricing
- From $7,995 a year for 10 administrators and 25 keys (English); free edition for 1 admin and 10 resources
Best for: Mid-size IT and security teams that want a printed price ladder and a free edition to test on
Pros
- Seven published tiers for the English edition, with maintenance included, up to $49,995 a year.
- A free edition for one administrator and 10 resources, valid forever, lets a team test the workflow before it commits budget.
- Names privilege elevation, endpoint privilege management and privileged threat detection as headline capabilities.
Cons
- You pay for administrators and keys. The 25-administrator, 100-key tier costs $14,995 a year, which is not the same bill as 25 users.
- The multilingual edition costs more: $9,595 a year at the 10-administrator tier, against the English price.
Devolutions
The only PAM product here with a per-user list price, so the bill follows headcount, with session, rotation and approvals in the same tier.
- Pricing
- $50 per user per month for the privileged access tier, billed annually; Enterprise custom from 100 users
Best for: Teams that want PAM priced per user and that may already use Devolutions for password management or remote access
Pros
- The PAM tier lists session management, automated password rotation, approval-based checkout and just-in-time elevation together.
- Lower tiers at $3, $20 and $30 per user per month cover password management, remote access and IT operations for teams that do not need PAM.
- The price is on the public page, so a 25-person budget is a multiplication, not a quote.
Cons
- At 25 privileged users the PAM tier comes to $15,000 a year before any Enterprise terms, and Enterprise starts at 100 users.
- The tiers are product bundles, so check which feature sits in which tier before you compare it with per-administrator pricing.
CyberArk (Idira, Palo Alto Networks)
An enterprise identity security platform sold as Idira under Palo Alto Networks, with its price set in a sales conversation.
- Pricing
- Quote only: the product page offers a Talk to an expert form and no list price
Best for: Large enterprises with a dedicated identity security team that expect a sales-led deal
Pros
- Positions vaulting and zero standing privileges as core capabilities, according to the Idira product page.
- Covers human, machine and AI identities in one platform.
- Sixth of 91 tools in Toolradar's identity and access ranking for October 2026.
Cons
- No list price, so a budget for CyberArk is an estimate until a quote arrives.
- The brand has moved: the product is now Idira, powered by Palo Alto Networks. Confirm the contracting entity and product name before renewal.
Delinea
Sorts its platform into three bundle tiers, each with its own included list, and sends every buyer to a quote before any dollar figure appears.
- Pricing
- Quote only: platform bundles in Essentials, Standard and Enterprise tiers behind a Get Pricing button
Best for: Buyers who want privileged remote access and identity controls from one platform and will negotiate a bundle
Pros
- Three named tiers, Essentials, Standard and Enterprise, make the feature gap between them visible on one page.
- Privileged Remote Access is named as a product for RDP and SSH sessions on the platform page.
Cons
- No dollar figure appears on the bundle page, so the first number comes from a sales call.
- Because the price sits in bundles, it is hard to price one product in isolation against a per-user competitor.
Akeyless
A secrets-first platform with a free starting tier, where Modern PAM and every paid tier go through a sales call.
- Pricing
- Starter tier free to start, with one gateway for exploration; paid tiers and Modern PAM are quote only
Best for: Teams that manage secrets and non-human identities first and want to start free before a quote
Pros
- The Starter tier is free to start, so a team can run a pilot before any budget decision.
- Modern PAM is a named pricing unit, so privileged access sits inside the same platform as secrets management.
Cons
- Paid tiers publish no dollar price, and every upgrade path points to a sales conversation.
- A free start is a pilot. Ask for the Starter limits in writing before you plan a rollout to 25 administrators.
Teleport
Bills on active users and protected resources, so a small team with many servers pays on the resources, and the page gives no per-unit rate.
- Pricing
- Usage-based on active users and protected resources; no unit rate on the pricing page
Best for: Engineering teams that want infrastructure access governed by usage rather than per seat
Pros
- The vendor's own wording is pay only for what you use, which suits a small team with a large machine estate.
- Deploys on-premises, in the cloud or in a hybrid setup, according to the same pricing page.
Cons
- No unit rate on the public page, so a budget needs a sales conversation.
- Usage pricing moves when the resource count moves, so the bill is harder to forecast than a fixed per-user price.
Microsoft Entra ID P2
The lowest per-user price for a PAM-style control here, but it governs Entra and Azure roles, not server and database sessions.
- Pricing
- $10 per user per month, paid yearly; privileged identity management is in the P2 feature list
Best for: Microsoft 365 and Azure shops that want to control privileged admin roles inside Entra and Azure
Pros
- Privileged identity management appears in the P2 column of Microsoft's feature table, so role control comes with the license.
- At list price, 25 licensed users come to $3,000 a year, the lowest priced 25-user bill in this set.
Cons
- It controls role activation in Entra and Azure. It does not vault the passwords or record the sessions on servers and databases.
- The price is per user per month, billed yearly, so a 25-user license is a fixed $3,000 a year before any discount.
Okta Privileged Access
Privileged Access comes inside the Essentials suite, so you buy it with SSO and MFA, and the pricing page shows no separate price.
- Pricing
- Inside the $17 per user per month Essentials suite, billed annually; no separate PAM price on the page
Best for: Organizations already buying Okta for single sign-on that want privileged access in the same suite
Pros
- One line item covers single sign-on, MFA, lifecycle management and privileged access at $17 per user per month.
- Billed annually on a per-user basis, which keeps the forecast simple once the seat count is known.
Cons
- At 25 users, Essentials comes to $5,100 a year, and most of that buys identity features rather than privileged access.
- Professional and Enterprise are priced on inquiry only, so the suites above Essentials have no public number.
What it is
Privileged access management (PAM) is software that controls the accounts with the most power: domain administrators, root logins, cloud owners and the service accounts that run production.
It stores those credentials, releases them on request, records what happens in the session, and can remove standing rights so that nobody holds administrator access all the time.
Why it matters
The buying reason is control over standing privilege: who can become an administrator, when, with whose approval, and a record of what they did. A password manager shares a login with a person.
A PAM tool decides whether an administrator login should exist at all, and records the session. Secrets managers, covered in our secrets management guide, handle application credentials, which is a different job from controlling human admin sessions.
Key features to look for
Pricing
ManageEngine and Devolutions print their PAM prices. ManageEngine's English edition starts at 10 administrators and 25 keys, billed yearly with maintenance included, and climbs to $49,995 a year at 200 administrators and 1,000 keys.
Devolutions prices its privileged access tier per user, billed annually, and its Enterprise tier is custom from 100 users.
Microsoft Entra ID P2 is $10 per user per month, paid yearly, and Okta's Essentials suite is $17 per user per month, billed annually. Both sell identity features with a privileged piece attached. CyberArk, Delinea, the paid Akeyless tiers and Teleport publish no PAM unit price on their pricing pages.
Prices were read on these vendor pages on 10 October 2026: ManageEngine PAM360 pricing, Devolutions pricing, Microsoft Entra pricing, Okta pricing, Akeyless pricing and Teleport pricing.
Methodology: we read each vendor's public pricing and product page on 10 October 2026 and kept only figures printed there. We ranked by how fully each product covers privileged access in its own pricing or product text, then by how verifiable the price is.
We did not test any product. The scenario is 25 privileged users billed yearly, and the arithmetic is ours, not the vendor's.
| Plan | Price | Best for |
|---|---|---|
| ManageEngine PAM360, 10 administrators and 25 keys | $7,995 per year | English edition, maintenance and support included |
| ManageEngine PAM360, 25 administrators and 100 keys | $14,995 per year | English edition; the tier used in the 25-user scenario |
| ManageEngine PAM360 free edition | Free | One administrator and 10 resources, valid forever |
| Devolutions privileged access management tier | $50 per user per month, billed annually | Session management, password rotation, approval checkout and just-in-time elevation |
| Devolutions Enterprise | Custom | For organizations from 100 users |
| Microsoft Entra ID P2 | $10 per user per month, paid yearly | Privileged identity management for Entra and Azure roles |
| Okta Essentials | $17 per user per month, billed annually | Includes Privileged Access with SSO, MFA and lifecycle management |
| Delinea platform bundles | Quote only | Essentials, Standard and Enterprise tiers |
| CyberArk (Idira) | Quote only | Enterprise platform, priced after a sales conversation |
| Akeyless Starter | Free to start | One gateway for exploration; paid tiers are quote only |
| Teleport | Usage-based, quote | Priced on active users and protected resources |
The bottom line
For a team that needs a printed price, ManageEngine PAM360 is the most predictable starting point, and its free edition lets you test before you commit. Devolutions is the cleaner per-user choice, and its bill at 25 privileged users is straightforward to forecast, but it is the highest per-seat number in this set.
Enterprise buyers with a dedicated identity team should expect CyberArk and Delinea to start with a quote, and should price the unit before they compare. Microsoft Entra ID P2 covers Microsoft admin roles at a low per-user price, but it does not replace a vault for server and database sessions.
Our zero trust guide covers the wider category, and our SOC 2 automation guide covers the audit evidence these tools produce.
