Cloudflare Zero Trust Review 2026

The free plan's 50-user cap, the per-user tier that follows it, and the log limits security teams should price in before rollout.

TL;DR

Cloudflare Zero Trust is free for teams under 50 users, and of the four products priced for this review, only Cloudflare's free plan covers a 20-person team. Past the cap, pay-as-you-go is $7 per user per month with no user limit, but it comes with chat and ticket support instead of phone support, and its logs are kept 30 days rather than the six months on Contract.

The catch for a security team is the log window. The free plan keeps logs for up to 24 hours, so an incident discovered two days later has no logs left to review. If you need an audit trail without a contract, budget for pay-as-you-go and treat its 30-day retention as the ceiling.

Zero trust pricing pages are hard to compare, because every vendor meters something different: users, devices, seats or gateway traffic. Methodology: this review uses Cloudflare's own numbers.

We read the plan rows on Cloudflare's plans page, the account limits in its Cloudflare One docs and the pricing pages of three rivals, all in October 2026.

We compared the printed figures without opening a trial account.

The question for a security lead is narrow: what does Cloudflare Zero Trust cost at your headcount, what does the free tier leave out, and what can you prove afterwards?

Toolradar data: of the 91 identity and access tools Toolradar ranks, 49 (54%) have a free plan, per its identity and access ranking for October 2026. A free tier is common in this market, but Cloudflare's free allowance, under 50 users, is the largest of the four products priced here.

The rivals are profiled on Toolradar as well: Tailscale and Twingate.

What is Cloudflare Zero Trust?

Cloudflare Zero Trust is the identity-aware access layer of Cloudflare One, the company's single-vendor SASE platform. Its Access product lets a user reach one internal application after an identity check, rather than putting the laptop on the corporate network.

The same account can add Gateway web and DNS filtering, Browser Isolation, a cloud access security broker (CASB), data loss prevention and email security, all listed under SASE and Zero Trust on Cloudflare's plans page.

What the pricing rows do not show is which of those products each tier includes.

The plans page sets out the free tier by user cap, support and log retention, not by feature. So confirm Browser Isolation and DLP access on the free tier in the dashboard before you plan around them.

How Cloudflare Zero Trust works

Setup starts with a Zero Trust organization. You publish each internal app as an Access application, connect private networks through Cloudflare Tunnel, and write rules that name the users or groups allowed in.

Gateway then filters outbound DNS and HTTP traffic from enrolled devices.

The default account limits matter once a team grows: 500 Access applications, 1,000 rules per application, 50 identity providers, 500 DNS policies and 500 HTTP policies, 100 lists of up to 1,000 entries each on standard accounts, and 1,000 cloudflared tunnels per account.

The free tier has its own ceilings in the docs. Zero Trust Free allows 10 digital experience monitoring (DEX) tests per account and 100 remote captures a day.

Check the account limits page for paid-tier figures before you size a rollout past the free tier.

Cloudflare Zero Trust key features

Free plan with a 50-user cap
Zero Trust Free costs nothing for teams under 50 users or enterprise proof-of-concept tests. The cap is the number to plan around. The plans page lists a 50-user limit but describes the tier as for teams under 50 users, so confirm whether exactly 50 users qualifies.
Identity-aware Access
Access checks who is asking before it opens an internal app. That is the piece that replaces a flat VPN network. The defaults allow 500 Access applications and 50 identity providers per account.
Gateway filtering
Gateway applies DNS and HTTP policies to enrolled devices, with 500 policies of each type per account by default. The 100-list cap matters for teams that maintain their own blocklists.
Browser Isolation and DLP
Cloudflare lists Browser Isolation for safer web browsing and Data Loss Prevention for sensitive data under the same Zero Trust umbrella. The plans page does not say which tier includes either one, so verify before you rely on them.
Log retention by tier
Logs are kept for up to 24 hours on Free, up to 30 days on pay-as-you-go and up to six months on Contract. Only Contract lists Logpush to a SIEM or cloud storage, which is the export path most SOC teams need.

Cloudflare Zero Trust pricing

Cloudflare publishes three Zero Trust tiers. Free costs nothing for teams under 50 users or enterprise proof-of-concept tests. Pay-as-you-go is priced per user per month with no user limit, and Cloudflare describes it for teams over 50 solving narrow SSE use cases without enterprise support.

Contract is custom and priced per user per year, with no figure printed. Prices checked in October 2026 on Cloudflare's plans page.

The jump at 51 users is the budget line that matters.

The plans page does not say whether that per-user rate applies to every seat or only to seats above 50. If it applies to every seat, 51 users cost $357 a month, or $4,284 a year, and 100 users cost $700 a month.

The page also prints no billing term for that rate, so ask Cloudflare which term applies before you commit.

On the per-user prices printed on the rival pricing pages, pay-as-you-go sits below Tailscale Standard and NordLayer Lite, both at $8, and above Twingate Teams at $5 on yearly billing.

At 51 users those list prices work out to $408 a month on Tailscale Standard and NordLayer Lite, and $255 a month on Twingate Teams.

Cloudflare Zero Trust pros and cons

What we like

  • Free under 50 users, and the only free plan of the four priced here that covers a 20-person team.
  • Access and Gateway share one account, with 500 Access applications and 500 DNS and 500 HTTP policies by default.

What could be better

  • Free-tier logs are kept 24 hours, too short for most incident reviews.
  • Pay-as-you-go includes chat and ticket support only, with no enterprise support tier.

Who Cloudflare Zero Trust is for

Cloudflare Zero Trust fits a team of under 50 people that wants to replace a VPN for a short list of internal apps at no cost. It suits a small security or IT owner who can write access rules and does not yet need weeks of logs.

Teams that already run a SIEM can use the Contract tier's Logpush to keep the audit trail outside Cloudflare.

For the wider VPN replacement question, our best zero trust platforms guide puts this product next to its rivals.

Skip it if you need more than 30 days of logs without a contract, or if your estate is mostly machines rather than people.

Tailscale charges per seat and treats user devices as unlimited, which can suit a machine-heavy estate better. On Cloudflare, the free tier also leaves out the phone support and six-month retention that Contract includes.

The bottom line

Cloudflare Zero Trust has the widest free start of the products priced here, and the free tier is the reason to try it. Use the 50-user cap as the decision point. Under it, the cost is nothing and the real trade-off is 24-hour logs.

Over it, expect the per-user pay-as-you-go rate, and move to Contract when you need six months of retention, phone support or Logpush into your SIEM.

Before you sign anything, confirm three things with Cloudflare: which of Access, Gateway, Browser Isolation and DLP your tier includes, whether the per-user rate applies to every seat, and which billing term applies.

Cloudflare's plans page and the account limits docs are the two sources behind this review.

Frequently asked questions

Is Cloudflare Zero Trust free?

Yes, for teams under 50 users or enterprise proof-of-concept tests. The Free tier is listed as free forever. It keeps logs for up to 24 hours and offers community forums and Discord support only.

How much does Cloudflare Zero Trust cost per user?

Pay-as-you-go is $7 per user per month for teams over 50, with no user limit, chat and ticket support, and logs kept for 30 days. Contract pricing is custom and quoted per user per year.

What happens when a team passes 50 users?

The account leaves the free tier for pay-as-you-go. If that rate applies to every seat, 51 users cost $357 a month, or $4,284 a year. Cloudflare's plans page does not say whether the rate covers all seats or only those above 50, so confirm that before you budget.

How long does Cloudflare keep Zero Trust logs?

Up to 24 hours on the Free tier, up to 30 days on pay-as-you-go and up to six months on Contract. Only Contract lists Logpush to a SIEM or cloud storage, so a pay-as-you-go team that needs a longer history has to move to Contract.

How does Cloudflare Zero Trust compare with Tailscale and Twingate on cost?

At 20 users, Cloudflare's free tier costs nothing. Tailscale Standard costs $160 a month for 20 seats, and Twingate Teams costs $100 a month at $5 per user on yearly billing. Tailscale's free Personal plan is non-commercial and Twingate's free Starter covers 5 users, so neither covers a 20-person company for free.
