TL;DR

Short answer: for 20 people, Cloudflare One costs nothing on its free plan, which covers teams under 50 users (prices checked 10 October 2026). It is the only vendor-run free plan here that covers 20 users. Once a team has to pay, ZeroTier Essential is the lowest bill for a 40-device fleet at $936 a year, and Twingate Teams is the lowest per-user dollar price at $5 on yearly billing, or $1,200 a year for 20 users.

Tailscale's free Personal plan caps at 6 users and is for non-commercial use only. Its Standard plan costs $8 per user per month, which puts 20 users at $1,920 a year on the printed rate.

NetBird prices its paid tiers in euros only, and NordLayer's Lite plan starts at a per-user rate with a five-user minimum. Headscale and Nebula cost nothing to license, but you run the servers yourself.

Key facts7 tools compared: Cloudflare One, ZeroTier, Twingate, NordLayer, NetBird, Headscale, Nebula
  • Updated: October 13, 2026
  • Top pick: Cloudflare One (best for: Teams under 50 people that want to pay nothing today and keep a path to paid seats)
  • Top pick price as of October 13, 2026: Cloudflare One: Free for teams under 50 users; pay-as-you-go $7 per user per month, billed monthly; Contract is custom
  • 7 tools compared: Cloudflare One, ZeroTier, Twingate, NordLayer, NetBird, Headscale, Nebula
  • ZeroTier (best for: Fleets measured in devices, such as servers, sensors, or a laptop and phone for every employee): Personal free for non-commercial use (10 devices); Essential $18/mo for 10 devices, then $2 each; Scale $179/mo
  • Twingate (best for: Small teams that want a low per-user paid tier, with Google Workspace SSO on Teams): Free up to 5 users; Teams $5 per user per month on yearly billing; Business $10 per user per month, yearly
  • NordLayer (best for: Companies of five or more that want a business VPN with access controls rather than a device mesh): Lite from $8 per user per month, 5-user minimum; Core $11 and Premium $14; yearly billing saves up to 22%

Teams look for a Tailscale alternative for one of three reasons: the free plan is too small or not allowed for work, the per-user bill grows past budget, or they want to host the control server themselves.

This page covers all three with prices read on each vendor's own pricing page.

Toolradar data: the October 2026 VPN ranking evaluated 36 tools, and 4 of its top 10 carry a free plan.

The same question applies to the mesh and zero trust products below: the cap on users or devices decides whether a team can stay free.

Methodology: prices were verified on each vendor's own pricing page on 10 October 2026, and for Headscale and Nebula on the project's own repository.

We recorded plan names, user and device caps, and the billing term each page shows, then computed one scenario: 20 people with two devices each, so 40 devices in total. We did not run hands-on tests, so no performance claims appear here.

Best for: Teams under 50 people that want to pay nothing today and keep a path to paid seats

PricingFree for teams under 50 users; pay-as-you-go $7 per user per month, billed monthly; Contract is custom

+At 20 users the free plan costs nothing, while the other vendor-run free plans cap at 5 or 6 users, or at 10 devices on ZeroTier.
+Pay-as-you-go is $7 per user per month and billed monthly, so a team that outgrows the free plan can start paying without signing an annual contract.
−The plans page prints the free user cap but not the free plan's feature list, so confirm which Access and Gateway features the free tier includes before you standardize on it.
−Above the free cap the page routes larger teams to pay-as-you-go or to a custom Contract with no figure printed, so a big team has to request a price.

Best for: Fleets measured in devices, such as servers, sensors, or a laptop and phone for every employee

PricingPersonal free for non-commercial use (10 devices); Essential $18/mo for 10 devices, then $2 each; Scale $179/mo

+Essential includes 10 devices, a commercial license, 10 networks, five admins and OIDC single sign-on, for one flat monthly fee.
+For a 40-device fleet, Essential comes to $78 a month, the lowest total of the USD plans priced for this scenario.
+Scale is $179 a month with 100 devices included, and from 91 devices it becomes the cheaper of the two paid plans.
−The free Personal plan is for personal, non-commercial use, so a company cannot run its fleet on it.
−At 40 devices, $60 of the $78 monthly Essential bill is device overage, so giving every employee a laptop and a phone pushes the bill up quickly.
Visit ZeroTier →

Best for: Small teams that want a low per-user paid tier, with Google Workspace SSO on Teams

PricingFree up to 5 users; Teams $5 per user per month on yearly billing; Business $10 per user per month, yearly

+At $5 per user per month on yearly billing, 20 users cost $1,200 a year, which is $720 less than Tailscale Standard at the same headcount.
+Teams covers up to 100 users with Google Workspace SSO, and Business raises the cap to 500 users with Okta and Entra ID SSO and user provisioning.
+Home is $15 a month flat for up to 7 users, but its terms limit it to non-commercial use, so it is a personal option only.
−The free Starter card lists no SSO, so a free team has no single sign-on until it upgrades to Teams.
−The Teams and Business rates are yearly-billing figures, so check the monthly price on the pricing page before you budget on a monthly contract.
Visit Twingate →

Best for: Companies of five or more that want a business VPN with access controls rather than a device mesh

PricingLite from $8 per user per month, 5-user minimum; Core $11 and Premium $14; yearly billing saves up to 22%

+At Lite's printed rate, 20 users come to $160 a month, and yearly billing cuts the Lite price by 20 percent.
+The page names USD as the billing currency, so the printed figures are the dollar prices to budget from.
+Enterprise starts at $6 per user for a minimum of 200 users, the only published per-user figure below Lite's rate.
−Core and Premium each add a dedicated IP server at $40 a month on top of the per-user price, so Core for 20 users comes to $260 a month before yearly savings.
−The pricing page lists no free plan, so the cheapest entry is a five-user paid Lite account.
Visit NordLayer →

Best for: Teams of up to five people that want a free mesh with social SSO and MFA on the free plan

PricingFree up to 5 users and 100 machines; Team €6 per user per month; Business €12; euro prices only, no USD shown

+The free plan includes social SSO and MFA, access controls, private DNS, network routes and SSH at no cost, according to its feature list.
+Team adds enterprise identity SSO, SCIM provisioning and audit logs, and it includes 100 machines plus 10 per user.
+For 20 users with 40 devices, Team costs €1,440 a year at €6 per user, with no machine overage because the included machines cover the fleet.
−The page shows euro prices only, with no USD figure and no currency switch, so a dollar budget needs your own conversion.
−The free plan caps at five users and excludes enterprise identity SSO, SCIM and audit logs, so a growing team hits the limit quickly.
Visit NetBird →

Best for: Engineering teams that already run their own servers and want a control plane with no vendor fee

PricingFree under the BSD-3-Clause license; you pay for the server, upgrades and the admin time to run it

+The BSD-3-Clause license costs nothing to use, so the only bill is the infrastructure you already run.
+Coordination runs on a server you control rather than on Tailscale's hosted control plane.
+The project states it is not associated with Tailscale Inc., so it is an independent option, not a cheaper Tailscale plan.
−You own upgrades, backups and uptime for the control server, and that labor is the cost a per-user price hides.
−No vendor is on the hook for support, so a production outage falls to your own engineers.
Visit Headscale →
7

Best for: Infrastructure teams that can operate their own hosts and network identity and want no per-user fee

PricingFree under the MIT license; managed Nebula from Defined Networking is a separate paid service

+MIT-licensed and free to run, with no per-user or per-device fee from the project.
+Created at Slack Technologies by Nate Brown and Ryan Huber, according to its README.
+Teams that do not want to run it themselves can buy managed Nebula from Defined Networking, which the README names as a paid option.
−The README prints no price for managed Nebula, so budget that route from the vendor's own page before you compare it with the others.
−Running it means operating the hosts and network identity yourself, which a small team without an engineer will struggle to staff.

What it is

A Tailscale alternative is a product that lets your people and devices reach private networks or internal apps without opening those systems to the public internet.

Tailscale is a hosted mesh VPN, and its alternatives take one of three shapes: a similar mesh, a zero trust access layer for apps, or a control server you host yourself.

Each shape prices differently. Some bill per user, some per device, and some by a flat monthly fee.

That is why a free plan that looks generous on a pricing card can stop working the day a team crosses a cap, or the day a company starts using it for paid work. For the device-management side of the same decision, see the MDM software guide.

Why it matters

The free plans are where most of the decision happens. Tailscale Personal allows up to 6 users, ZeroTier Personal 10 devices, and Twingate Free and NetBird Free 5 users each. Cloudflare One's free plan is listed for teams under 50 users.

Two of these free plans are not for business use, as their own pages state, so a company either moves to a paid plan or picks a free tier built for teams, such as Cloudflare One's.

Per-user pricing also moves with headcount in a way that device pricing does not.

A company that adds contractors and interns sees its seat count rise, while a device-based plan like ZeroTier's bills the hardware instead, so the same 20 people can cost more or less depending on how many laptops and phones they carry.

Run the count before the price.

Toolradar's own listings for the main products are at Tailscale, Twingate, NetBird, ZeroTier and Headscale.

Key features to look for

Free plans are capped by people or by devices
Tailscale Personal and Twingate Free count users, Cloudflare One's free plan counts users up to 50, and ZeroTier Personal counts 10 devices. The type of cap decides which fleet fits on the free tier.
Personal plans are not for business
Tailscale and ZeroTier say their free tiers are for personal or non-commercial use. A company that stays on them is outside the terms, whatever its user count.
Per user, per device, or flat
Tailscale, Twingate, NetBird, NordLayer and Cloudflare One bill per user. ZeroTier bills a monthly flat fee with device overage. Headscale and Nebula carry no license fee, but the server bill is yours.
SSO sits on the higher tiers
Twingate's Teams tier adds Google Workspace SSO and Business adds Okta and Entra ID. NetBird's free plan includes social SSO and MFA, while its Team tier adds enterprise identity SSO. Check which identity provider you need before you pick a tier.
Euro prices and dollar budgets
NetBird prints euro prices only, so its numbers need a conversion before they sit next to dollar prices in a budget.

Pricing

The cost of each option depends on the billing term and the metric it charges by.

At 20 people with two devices each, 40 devices in total, the printed prices add up to these annual totals: Cloudflare One $0 on its free plan (up to 50 users); ZeroTier Essential $936 ($78 a month, including $60 of device overage, times 12); Twingate Teams $1,200 (20 users on yearly billing); NordLayer Lite $1,920 at its printed rate; Tailscale Standard $1,920 (20 users at its monthly rate, with no annual discount printed); NetBird Team €1,440, in euros and not converted.

Hidden costs change the ranking.

NordLayer's Core and Premium tiers each add a $40 a month dedicated IP server, and Twingate's Business tier moves SSO and provisioning to $10 per user. ZeroTier's device overage starts at device 11. On Tailscale, the free plan is not for company use, so a team past six users has no free option that fits its terms.

The ranking flips at two points.

ZeroTier's Scale tier becomes cheaper than Essential from 91 devices, and Cloudflare One's free plan no longer applies above 50 users. Plan around both thresholds before you sign a multi-year term.

Mistakes to avoid
×Using Tailscale Personal for company work: its free plan is for non-commercial use only, so a company at six users still needs a paid plan.
×Reading ZeroTier's monthly fee as a seat price: it is one fee for 10 devices, and each device after that adds $2 a month.
×Treating NetBird's euro prices as dollars: the page prints no USD figure, so convert at your own rate and say which currency the budget uses.
×Taking Twingate's per-user price without its billing term: the Teams and Business rates are yearly-billing figures, so check the monthly price before you budget.
×Assuming Cloudflare's free plan has every feature: the plans page prints the 50-user cap, not the free feature list, so verify Access and Gateway coverage first.
×Pricing a self-hosted option at zero: Headscale and Nebula cost nothing to license, but the server, upgrades and on-call time are real costs.
Expert tips
→Price your own headcount and device count on each vendor page before a demo. The 20-person, 40-device case here is a starting point, not a quote.
→If a company runs on Tailscale Personal, plan the move to a paid tier before the team passes six users, because the free plan is not for business use.
→Ask each vendor for its free plan's feature list in writing, since the pricing cards show caps and not every feature.
→Subscribe to the Cyberpresso newsletter to see the next price change in this category as it lands.

The bottom line

Cloudflare One is the answer for a team under 50 people that wants to pay nothing today. Pick ZeroTier when the fleet is measured in devices, and Twingate when headcount is the constraint and the dollar price matters most.

NordLayer fits a business VPN with access controls, and NetBird fits a small team that can handle euro pricing. Choose Headscale or Nebula only when your team will run the servers itself.

Before you buy, price your own headcount and device count against the cards above, and read each vendor's pricing page on the day you sign.
