Okta Pricing 2026: Workforce Identity Plans and Minimums
Okta pricing in 2026: Starter, Core Essentials and Essentials per user a month billed annually, the contract minimum, quoted tiers and what 10 to 500 users pay.

Okta Workforce Identity costs $6 per user a month on Starter, $14 on Core Essentials and $17 on Essentials, all billed annually, with a $1,500 annual contract minimum. Professional and Enterprise are quoted. A 25-person company pays $1,800 a year on Starter and $5,100 on Essentials; a 10-person company pays the floor, which works out to $150 per user. Prices are US dollars, verified on Okta's pricing page as of Oct 2026.
The headline seat is the smallest part of an Okta bill. Adaptive MFA, Lifecycle Management, Access Governance and Privileged Access belong to the two Essentials tiers rather than Starter, and every add-on is sold without a public price. This page prices the three published tiers, computes the bill at 10, 25, 100 and 500 users, lists what moves to a quote, and sets Okta against Duo, Microsoft Entra ID, JumpCloud and Ping on the same headcount.
Okta Workforce Identity plans at a glance
| Plan | Who it fits | Price (USD) | Per user a year | What it includes |
|---|---|---|---|---|
| Starter | Small companies that need SSO and MFA on a directory | $6 per user/mo, billed annually | $72 | Single Sign-On, Multi-Factor Authentication, Universal Directory, 5 Workflows |
| Core Essentials | Companies that want adaptive MFA and automated joiner-leaver flows | $14 per user/mo, billed annually | $168 | Starter plus Adaptive MFA, Privileged Access, Lifecycle Management, Access Governance, 5 Workflows |
| Essentials | The same stack with room for automation | $17 per user/mo, billed annually | $204 | Core Essentials with 50 Workflows instead of 5 |
| Professional | Companies that need device access and threat protection | Inquire for pricing | Quote | Essentials plus Device Access, Identity Security Posture Management, Identity Threat Protection, Sandbox, maximum Workflows |
| Enterprise | Large estates with API and on-premises access needs | Inquire for pricing | Quote | Professional plus API Access Management, Access Gateway, Machine-to-Machine Tokens |
Every suite is billed annually, and Okta prints the annual contract minimum under the table. Okta offers a 30-day free trial that it describes as requiring no commitment. Its separate Customer Identity line starts at $3K a month for the Enterprise base platform, billed annually; that product handles logins to your own app, not your employees' logins.
Toolradar data: Toolradar, the software directory we run, evaluated 103 identity and access tools for its October 2026 identity and access ranking. Okta is the third most listed alternative in that category, named as an alternative to 49 tools, and it sits in the ranks 11 to 30 behind the top 10. The product profile is on Toolradar.
Starter: the cheapest seat, with a contract floor
Starter is the published entry point, and for $72 per user a year it covers Single Sign-On to applications, Multi-Factor Authentication, the Universal Directory and 5 Workflows, which is the "one login and a second factor" stack a small company needs before a cyber insurance renewal or a SOC 2 audit.
The minimum changes the arithmetic below 21 users. Twenty-five users cost $1,800 a year, which clears the floor. Ten users would cost $720 at list, so the contract bills the minimum and the effective rate is $150 per user a year, more than double the sticker. A 5-person startup pays $300 per user. Companies that small should price Duo or Microsoft Entra ID first, neither of which prints a comparable floor; our Duo pricing page runs those numbers.
What Starter lacks is anything adaptive or automated, which matters most to teams facing an audit. There is no Lifecycle Management to deprovision a leaver automatically, no Adaptive MFA to step up a risky login, and Privileged Access and Access Governance are absent. The moment an auditor asks how a departed contractor lost access on day one, the answer is a tier upgrade or an add-on with no public price.
Core Essentials and Essentials: the automation layer
Core Essentials costs $168 per user a year and Essentials $204. Both add Adaptive MFA, Privileged Access, Lifecycle Management and Access Governance on top of Starter. The difference between them, as printed, is automation capacity: Core Essentials includes 5 Workflows and Essentials 50, and Okta marks Essentials as its most popular plan.
For a security team, Lifecycle Management is the line that justifies the jump. Joiner, mover and leaver changes flow from the HR system into every connected application, and Adaptive MFA raises the factor when a login looks wrong. At 25 users, Core Essentials costs $4,200 a year and Essentials $5,100. At 100 users the two tiers are $16,800 and $20,400, and at 500 users $84,000 and $102,000. The gap is $3,600 a year per 100 users, so a team that expects to build more than a handful of automation flows should compare that figure with what an extra Workflows allowance would cost on a quote.
Both tiers still leave Device Access and Identity Threat Protection to Professional. A company that wants Okta to check the laptop before it checks the user is in quote territory, which is also where the best zero-trust platforms ranking becomes the comparison set.
Professional and Enterprise: the quote-only tiers
Professional adds Device Access, Identity Security Posture Management, Identity Threat Protection, a Sandbox and the maximum Workflows allowance, and the page says to inquire for pricing. Enterprise adds API Access Management, Access Gateway for on-premises applications and Machine-to-Machine Tokens, also quoted.
The practical effect is that the features a mature security program asks for, device posture in the access decision and threat detection on identities, have no public number. Ask Okta for a written per-user rate at your headcount before the renewal, and compare it with Duo Advantage, which includes risk-based authentication and identity threat detection on a published price. For privileged access specifically, the best privileged access management tools ranking prices the dedicated products.
What does Okta cost at 10, 25, 100 and 500 users?
| Users | Starter | Core Essentials | Essentials |
|---|---|---|---|
| 10 | $1,500 (minimum; $720 at list) | $1,680 | $2,040 |
| 25 | $1,800 | $4,200 | $5,100 |
| 100 | $7,200 | $16,800 | $20,400 |
| 500 | $36,000 | $84,000 | $102,000 |
Cyberpresso data: we computed each cell on October 17, 2026 from the per-user monthly prices on Okta's pricing page, multiplied by 12 and by the headcount, and applied the annual minimum where the list total falls below it. Taxes, add-ons and multi-year discounts are excluded. The minimum bites only on Starter below 21 users; both Essentials tiers clear it from 9 users.
The add-ons with no published price
Okta's comparison table names add-ons across the plans, none with a price: Adaptive MFA, Device Access, API Access Management, Secure Partner Access, Access Gateway, Privileged Access, Identity Security Posture Management, Identity Threat Protection and Lifecycle Management. Several of them are bundled into the Essentials tiers, which gives a published price for Adaptive MFA and Lifecycle Management that adding them to Starter does not.
The buyer's rule is to price the tier that already includes the feature before pricing the add-on. A 100-person company on Starter at $7,200 that wants Adaptive MFA and Lifecycle Management on top has no public way to know whether the add-ons beat Core Essentials at $16,800. A 100-person company that needs only SSO and MFA should stay on Starter and decline the add-on conversation.
Okta vs Duo, Microsoft Entra ID, JumpCloud and Ping on price
| Product | Entry paid plan | Price per user/mo | Minimum or rule | 100 users a year |
|---|---|---|---|---|
| Okta Workforce | Starter | $6, billed annually | Annual contract minimum | $7,200 |
| Cisco Duo | Essentials | $3 | Licenses in blocks of 10 under 100 users, 25 above | $3,600 |
| Microsoft Entra ID | P1 | $7, annual commitment | Free tier included with Microsoft 365 and Azure | $8,400 |
| JumpCloud | SSO package | $11 billed annually, $13 monthly | 30-day trial | $13,200 |
| PingOne for Workforce | Essential | $3, annual contract | 5,000-user minimum | Not sold at this size |
Prices were read on each vendor's pricing page on October 17, 2026. Duo Essentials costs half of Okta Starter and includes SSO, passwordless and Trusted Endpoints, so a company that needs SSO and MFA and nothing else should price Duo first. Entra ID P1 costs $1,200 more than Okta Starter at 100 users but includes Conditional Access, and a Microsoft 365 tenant already has Entra's free tier.
JumpCloud bundles identity with device management and starts higher; our JumpCloud review covers that trade. Ping's Essential seat looks cheapest on paper, but its 5,000-user minimum takes it off the table for any company this page is written for. The full comparison, including Keycloak and Authentik for teams that will self-host, is in our Okta alternatives ranking.
What the Okta price leaves out
- The contract minimum. Any Workforce Identity contract bills the floor, so Starter costs $150 per user at 10 users and $300 at 5.
- Annual billing only. Every suite is billed annually and the page shows no monthly plan, so the first invoice covers the full year.
- Adaptive MFA and Lifecycle Management. Starter has neither; the automation layer starts at Core Essentials.
- Device and threat features. Device Access, Identity Threat Protection and Identity Security Posture Management are bundled only from Professional, which is quote-only.
- Unpriced add-ons. Nothing bought on its own has a public price; get it in writing per user per year.
- Hardware keys. Physical security keys are not part of the seat price; see the best hardware security keys to budget them.
Which Okta plan to buy
- A company of 21 to 100 that needs SSO and MFA on a directory: Starter, at $72 per user a year, after checking that Duo Essentials at half the price does not already cover the requirement.
- A company under 21 people: the minimum makes Starter expensive per seat; price Duo or Entra ID P1 first.
- A company that needs automatic offboarding and adaptive MFA for an audit: Core Essentials at $168 per user a year, or Essentials at $204 if it will build more than 5 automation flows.
- A company that wants device posture and identity threat detection from Okta: Professional, quoted; compare the written rate with Duo Advantage.
- A company on Microsoft 365 with mostly Microsoft applications: Entra ID P1 first, since the free tier is already in the tenant; Okta's case rests on non-Microsoft applications.
- A one-person IT function: Starter plus the stack in our security tools for an IT team of one guide, and a SOC 2 automation tool if the audit is the reason for buying.
Frequently asked questions
How much does Okta cost per user?
Starter costs $6 per user a month, Core Essentials $14 and Essentials $17, all billed annually, which is $72, $168 and $204 per user a year. Professional and Enterprise are quoted. Every Workforce Identity contract carries an annual minimum, as read on Okta's pricing page in October 2026.
What is the Okta minimum contract?
$1,500 a year for Workforce Identity. At Starter's rate that is the cost of about 21 users, so a smaller company pays the minimum regardless of headcount: 10 users pay the floor instead of the $720 the per-user price implies.
How much does Okta cost for 100 users?
$7,200 a year on Starter, $16,800 on Core Essentials and $20,400 on Essentials, computed from the per-user monthly price times 12 times 100. Professional and Enterprise have no published rate at any headcount.
Does Okta have a free plan?
No. Okta offers a 30-day free trial, but every Workforce Identity plan bills annually once a contract starts. Microsoft Entra ID includes a free tier with Microsoft cloud subscriptions, and Duo has a free edition for up to 10 users, if a free plan is a requirement.
Is Okta cheaper than Duo?
No. Duo Essentials costs $3 per user a month with licenses sold in blocks of 10, while Okta Starter costs twice that per user, billed annually, with a contract floor. Duo Advantage includes risk-based authentication on a published price, where Okta's Adaptive MFA sits in Core Essentials or in an unpriced add-on.
What is the difference between Okta Core Essentials and Essentials?
Both add Adaptive MFA, Privileged Access, Lifecycle Management and Access Governance to Starter. Core Essentials includes 5 Workflows and Essentials 50, for $3 more per user a month. Choose Essentials if the identity team will automate more than a handful of joiner and leaver processes.
