Cyberpresso data: of the 248 news posts Cyberpresso published from August 18 to November 4, 2026, two covered attackers abusing cameras or video recorders: Dahua cameras taken over through the Easy4IP cloud feature (October 28) and Ubiquiti video recorders and D-Link NAS boxes turned into paid proxies (October 19); three more covered router attacks. Method: the title and description of every post with the badge "News" dated 2026 in Cyberpresso's archive, matched on camera, video recorder, NVR, doorbell and router terms, then read by hand (sample size 248).
The Dahua case abused a cloud remote-access feature; for an NVR, ask whether it records without one.

Left out, and why
- ARCCTV and ANRAN: no PoE NVR kit. Their US stores list Wi-Fi and solar cameras marked "Can't add to NVR" or "Can't work with any NVR system", and ANRAN's NVR kit is a Wi-Fi kit by its own title.
- Amcrest: both 2TB PoE kits read on November 4, 2026 show "Sold out" ($459.99 and $629.99); both carry "This product may contain components which are not NDAA compliant."
- Lorex Connect U Series kits: out of stock on the store data.
- Lorex Fusion, Nocturnal and H30 kits: the A14, H12, H30 bullet and 4K+ Fusion 4-bullet pages read "This product is only available for purchase by contacting our team directly." The N847A62-8AB4-E, N91062-8SB4-E and N86464-8CD8 Fusion kit pages show no price or Add to cart button.
- Uniview: no US store price. Ubiquiti: sold as separate parts, not kits; its UniFi Protect UNVR recorder is $299.00 on the store page read.

How to choose
- Pick local recording first. Only the two Reolink picks and the two Swann picks state local recording on the kit page. Check that line before you pay for anything else.
- Pick the drive for your footage. The Swann 5MP kit ships with 1TB, which its page says holds about six months; the ANNKE H300 price above is for 500GB.
- Treat NDAA as unproven unless the kit says so. None of the eight states NDAA compliance, and Lorex's store says its products are not for NDAA-subject federal use.
- Need one camera or a doorbell instead? Read the best security camera without subscription or the best video doorbell.
- Secure the network around the NVR. Start with the best network security monitoring tools, the best firewalls for small business and two-factor setup for a small business.
Methodology: how the order is set
Sources: each vendor's own US store and pages, read November 4, 2026, and the FCC Covered List on fcc.gov.
- Gate: a PoE NVR kit with at least four PoE cameras in one listing, sold new on the vendor's US store, in stock on the read, with a readable price, and a brand not named on the FCC Covered List.
- Score, 0 to 6, one point each: local-only operation stated; a hard drive included with its capacity stated; person detection stated with no paid plan for this kit; two-factor login stated for the vendor's account; a vulnerability disclosure page returning HTTP 200; NDAA (Section 889) compliance stated for the kit or its NVR and cameras.
- Order: score, high first; then price per camera, low first; then the larger included drive; then more NVR channels.
- One kit line, one pick: camera counts, drive sizes and cable options of one kit line are one pick. It ranks at its cheapest in-stock configuration with the smallest camera count of four or more and a drive; the others are named in its card. Reolink's 8-camera RLK16 kits are the same lines as its 4-camera RLK8 kits.
- Price basis: the higher of the page price and the cart price for the kit alone, with no code; Reolink's store cart could not be read, so its page prices rank. A sale ranks unless it ends before November 7, 2026; none of the sales read shows an end date.
- Rule calls: a free cloud history is not local storage; UK or EU update dates do not count; microSD prices are left out of every cost; where wording could be read two ways, the stricter reading applies (Lorex's "No Monthly Fees" is not a local-only statement).
- Brand cap: At most two numbered picks per brand; a brand's other models that pass are listed below the ranking with their score and price.
- Links never change the order. Reolink's own pages for the RLK8-520D4 and RLK8-800V4 link to no Amazon listing, so every link here is a plain link to the vendor.
- Not done: no camera was run.
FAQ
What is a PoE camera system?
A PoE camera system sends power and video over one Ethernet cable from each camera to an NVR, a network video recorder that stores the footage.
Do PoE cameras need internet?
Not to record. The two Reolink kit pages say the NVR records offline; remote viewing needs internet. The Lorex and ANNKE pages read do not state either point.
Is Reolink NDAA compliant?
The Reolink kit pages read on November 4, 2026 do not state NDAA (Section 889) compliance, so this page gives no point for it. If you need a compliance statement for a federal contract, ask the vendor for it in writing.
How many cameras can an NVR handle?
It depends on the channels. Every numbered kit here has an eight-channel NVR, so four channels stay open after four included cameras.
Is there an FCC ban on Hikvision and Dahua cameras?
The FCC Covered List names Dahua Technology Company and Hangzhou Hikvision Digital Technology Company for video surveillance and telecommunications equipment, to the extent it is used for public safety, critical infrastructure and other national security purposes. The entries are dated March 12, 2021. None of the brands on this page is named on the list, as read on November 4, 2026. Lorex's own store says some Lorex products are subject to FCC import and marketing restrictions for those uses.
What is the best NVR security system in 2026?
On our rule, the Reolink RLK8-520D4 as of November 2026: four 5MP cameras, a 2TB drive and offline recording for $459.99 (sale price). For the lowest price per camera, the ANNKE H300 kit is $60.00 per camera, with one point. Neither page states NDAA compliance.
